Maplins sell a useful plug-in meter that indicates what power, current or kWh units are being used by whatever you plug into it.

Cheap, branded low-energy bulbs can be bought at the (something) Warehouse in Stocksbridge. Eg. 22W BC (long rod type) £1 each.
